Advance telecom inc flashplayer 9 scam Internet

I googled adobe flashplayer 9 and responded to the hit at the top of the list. I then went to download but needed to register first. During registration i was asked to pay for 3yr vip subscription and directed to pay by paypal. Once paid i could not return to the registration process. So i have received nothing but have been scammed for $40. Why cant paypal ban this company?
