I have been through exact same scenario with this company for parts that I have ordered in June 2008. I am still fighting with them as I don't easliy give up. I have made many calls to Attorney Generals office in both NJ and California, BBB, and even the local government in Bellflower. From this experience, this is what I recommend. Everything pointed to filing a complaint with the Federal Trade. If they get enough complaints about a company, they will launch an investigation and get their lawyers involved. The problem is, I have appeard to be the only one who filed so far about this company. I feel the issue is that nobody knows where to go and eventually give up. The BBB is useless as they only just list the number of complaints, but they won't take action. I am URGING anyone that has a complaint about this company, to file with the FTC by going to the link below: http://www.ftc.gov/ From the number of complaints on the BBB and other sites like this one regarding this company, there should be enough to justify an investigation as long as the FTC is notified about each complaint.
