What they want you to do is sent in 11.89 with the confirmation of entry which signs you up for a certificate redeemable only on WOArewards.com for what appears to be below average merchandise which you are getting at a major discount provided you sign up for their membership which is an additional $21.80. Any real lotteries do not require you to send in any kind of monetary fee.
