I too was ripped off on Ebay and the seller was suspended. Because I kept the mailing address where I wrote the money order I contacted the local police dept. in the town where the person resided and filed a report over the internet but it can also be done by phone in most cases. Also to make my complaint better I contacted all the people through Ebay's mail service who also filed complaints (by looking up the feedback and emailing the person with the complaint) and presented all the email names to the police dept. They applied pressure to the seller by claiming internet Farud(who happened to work for the San Antonio Bar Association) and all of us got our money back that week. Ialso filed a complaint with the Internet Fraud Control Center (It didn't help get my $$ back but it put a black mark on the person's record) Their web address is www.ifccfbi.gov and they are run by the FBI Good luck
