You need to be sure you notify them you are recording the conversation. Check on the laws of your state. Some states will allow a personal wire tap without the others party consent and some don't. If you state does not allow wiretaps without the other parties consent the tape is not admissable in a court of law and you can find yourself back in court as a defendant as well.

I am not an attorney. However, What they are doing I believe is illegal. Its time to play hardball with them. You need to research and purchase equipment to tape the what these dirtbag mobsters are saying to your relatives. Now, I would purchase a tape recorder that allows you to patch into a phone line. Work with your relatives and have these dirtbags taped. Once you get the incriminating conversation then contact an Naca attorney. They love cases like that. They are slam dunk and money at the end of the rainbow. You need to prove the calls by recording several conversations. I truly suggest this. Its cheaper to get the evidence yourself then hiring an attorney. Get the evidence. I copied one such item at Radioshack. I am not a radio shack fan. But the are the quickest and most knowledgable source.
