It isn't really clear as if they said you only paid back $60 or you admit you only paid back $60 and this was a legitimate loan. Because except for that part this has all of the makings of a very common scam.
This is where scammers get general information on you, it seems to be by you filling out an on-line form, generally for Cash Advances. They then use that information to try and get you to pay a non-existent debt. Along with the threats of jail, other common "signs" of this scam are if they have a heavy foreign accent, if they are requiring immediate payment.
They also seem to be running out of fake names because I think along with this latest Cartoon Character, I have seen a few Government officials and Hollywood stars making these same calls.

So you took out a loan, didn't repay it, and now they are trying to collect on it? So you ripped off a company and then come here to complain that they are trying to collect their money from you?
While this man's attitude is pretty shitty, the only ripoff in this report is YOU ripping HIM off.
