Most gas stations that I've seen seem to have dropped of the 9/10ths of a cent that is added to each gallon of gas pumped, especially those with electronic signs on the street advertising the price. So, for the price you paid for 5 gallons of gas, you mention $3.99 as the price on the sign. If you add the 9/10ths of a cent to each gallon (making the per gallon price 3.999), you get 19.995 which stations will round up to $20. You may want to reconfirm with the station what is the full price including all taxes and see if they tell you 3.999 per gallon. I lived in CA for many years and when signs were still manually changed, I do remember seeing the 9/10ths posted. And most states that I travel in for work, I see the same thing. Good luck!

The price was actually 3.99 and 9/10. That price times 5 gallons is 19.995. When that half a cent is rounded up, it becomes $20.00.

When a the gas is priced at $3.99 you will notice it is listed as $3.99 9/10 or $3.999 Now 5 gallons at this price is $19.995 and rounded to the nearest penny it becomes $20.00 With gas prices the way they are people are noticing things that they never did before. If the receipt just listed $3.99 and not $3.999 then that is probably an error on the people who programmed the cash register but I can assure you that the pump did show the exact price. This extra 9/10 has always been there(or at least in the past couple of decades).
