I purchased a Samsung S4 cellphone clearly labeled as "unlocked".  Most functions worked properly, but I could not access internet over the cell system. (WiFi works, but not cell data)

Thinking I was not connecting correctly I spent a lot of time trying different fixes to make it work.  Since it had been locked to AT&T I went through their process of unlocking, up to the point where their procedure did not help.  I contacted AT@T tech and after some testing they determined that they could not fix it.

My cell provider (Consumer Cellular) tried to assist in unlocking/repairing the phone, to no avail.

I reported to the seller (Choxi) and asked for help.  They replied that my "concern has been excalated to our manufacturing partner".

After about ten days they replied that they cannot repair and will not allow a return, because more than 30 days has transpired since I purchased.

Choxi's rebuttal is the same happy talk I experienced for several weeks trying to get some solution.  After they had time to talk to their "manufacturer" their response was cannot fix it.  

Just to be clear, this is not a "convenience" return.  This phone cannot be unlocked and is therefore defective.

Bottom line, Choxi cannot/will not repair, and will not accept return.
