Circuit City doesn't want the liability of letting you drive away without the unit if you aren't allowed to. They need orders from CST. I'm curious why CC can't recalibrate the unit, reset the timer and give your car back. It sounds like you have the right to demand CST to terminate your lease and have CC remove the unit. CST will also notify DMV and your license will be suspended if you are still not allowed to drive without the unit installed. You should look at your contract with CST and see how to terminate it and then follow the procedure exactly in writing.
