I am another professional who has been victimized by this board, Debra Rinaudo and Tami Thurr. Filing an application with this board seems to be a secretive and rather fearful experience because one is dependent on the wimps of the Executive Director and her accomplices. Knowing about Rinaudo's history of ehtics violations, what business does she have to be on a board and decide who gets licensed or not. Because she was barred from practicing law does not give her the right to avange her crime on innocent others who are truly dedicated counselors and professionals.  I was ridiculed, humiliated, and bullied by her, and the board.  Every eroneous accusation was twisted, exaggerated, minimized, while the ED and the committee members made fun of me and laughing.  I did not think it of a laughing matter when my career is on the line.  After the treatment during this committee meeting I was in shock. I could not understand such a misscariage of justice to be happening in the United States. I loved my profession helping others to change their lives for the better.  These people distorted my honesty, smeared my reputation as a professional and a human being while they topped it all of by disclosing my medical history to the public.  The ED also colaborated with the law firm I had hired to milk me of my money (over $40000) and then the attorney negotiated my license away.  In sum, I have experienced the same that others reported about this Board. They are only interested who they can attack next.  These regulatory boards get appointed by the Governor while the Legislature allows them to do what they want. Instead of edifying the profession they treat all therapists and counselors like criminals.  Those of you who have written reports about Debra Rinaudo and the Board it could only benefit us to band together and perhaps file a class action law suit against the State and the Board.

 I would gladly join that class, filing a class action suit against the years of tyranny Debra Rinaudo exercised over Az professionals!  Perhaps a good gathering location would be at one of the stakeholders locations that testified against her this past year and brought evidence to the 13 AZ Legislators who wrote the new laws the ABBHE must now follow, requiring evidence, being allowed to enforce only laws and rules that are in writing at the time of the complaint, not making up unwritten codes as they go along and applying them to professionals in the complaint process, who cannot defend themselves from rules that exist only in Debra Rinaudo's head, while never being allowed to see or correct the investigators reports against them at hearings, which are accepting as fact, having been written by the least educated, members of the whole process--investigators with no degree or experience in mental health. 

Debra Rinuado acts as the primary investigator, complainant, prosecutor, judge and jury during all of the hearings, so that her agenda is gauranteed to be executed, a true napoleanic ruler his will is carried out without any resistance. 

Emolyees were heard to be joking that the asst attorney general on loan to the Board, did not dare to disagree with her or contradict her, much less any member or employee at the Board!  They laughed at the fear she instilled in themselves and their coworkers!   Nice place to work!

Sen. Nancy Barto also sponsored a bill to make civil servants accountable to denying licenses or unfair bias in discipline without the evidence to support it and without basis in written statutes, personal, subjective opinion not relevant!  The bill allows the AG's office to fine state employees, like Rinaudo, for denying people licenses without a preponderance of evidence and the written laws to justify it. 

Rinaudo was reduced to half time last fall and deputy director Patricia Reynolds is gone, the AZ legislators are cleaning house!  The bill SB 1374, signed by the gov. in June, requires the Beh. Board to eliminate the credentialing committees involvement in the discipline process, a small conflict perhaps?  Create a new board to create fair and reasonable educational and licensure requirements, and the Board must submit written reports yearly to the leaders of the house of Representatives and Senate, documenting their compliance and changes according to the required schedule of completely overhauling the Board and it's practices!!! 

Stakeholder groups to contact to express interest in a class action suit perhaps, are Arizona Council of Human Service Providers http://www.azcouncil.com/ , or the Therapeutic Practioners Alliance of Arizona http://tpallianceofaz.org/ .  A private website or postal address may also be established for professionals who are interested to contact. 

There is a lot of work to do and it needs to get started asap, reviewing cases for licensure that were denied inappropriately, professionals who were disciplined without a preponderance of evidence, are just two lines that professionals are standing in, anxiously waiting for someone to hear their story.

Does anyone know anything about what Debra Rinaudo's previous ethics violations were?  Was this while she was an attorney?  An attorney in Arizona?  We have some licensed or previously licensed professionals that have expressed an interest in moving forward with a class action lawsuit pertaining to the actions and tactics of the BBHE.  Any info would be appreciated.  Thanks!
