I live in a community of apartments where everyone is assigned a parking spot. I have lived in my apartment almost 3 years, and my car has been illegally twice by Dynamic Towing now doing business as Parking Authority. I am being personally harassed by the company's tow operator David. He is trying to tow my car for no apparent reason and the latest incident was July 5, 2010. He was caught illegally towing someone's vehicle and photographing my vehicle after he was forbiddened to tow anymore vehicles of the my apartments grounds. I am really tired of dealing with David, his manager Fred and the company itself. I am beyond my wits end with these people and this company.

Hi Dehlia,

I also got my car towed by this towing company, but my car was partly parked in the red zone.

I'm feeling regret but I've just paid him $430 include $185 for towing, $70 for equipment (somewhat he say dollies), $85 for storage even though I retrived in an hour, and $90 for gate fee, and I've retrieved the car already.

Is there still anything I can do at this moment?

Illegal tow from improperly marked "Fire Lane" in Pleasant Hill

I was parked on Buxton Circle in Pleasant Hill, a street with no visible "Fire Lane" signs where I parked. My car was towed by the "Parking Authority" under a blanket - but illegal authorization from the Victoria Crossings HOA, without any agent of the HOA present to verify that the parking was in a no parking zone,as required under Cal.VC 22658 L. The Fire Marshall has ordered the HOA to correct its improper signage. The towing operator refused to take a credit card and so the police were called. The charges were $340. ,which included towing for 185., extra charge for "dollies" of 70., and 85 for "storage" although less than 2 hours.

This is an UPDATE

I have taken Dynamic Towing to court and I won. The owner of Dynamic Towing lied and said he was never the owner of this company. According to Better Business Bureau, Fred Manwill is the owner of Dynamic Towing. However, there is a catch 22.... Dynamic Towing has changed there business name to Parking Authority, still located at the same location and same owner, Fred Manwill. Now I have to take him back to court because he has not paid me my judgment. Beaware of Dynamic Towing/Parking Authority.

I have started the process of taking Fred Manwill to court. I have hit a bump road right now with this, but I was granted by the judge a continuance for September 15. Should you need my assistance or would like to talk to me, let me know and I can help you out.

I got my car towed by the so called parking authority and when i tried to get my car back the owner or manager frank was extremely rude and did not want to listen to a word i had to say to him. I was able to get the car released to me the same night thanks to the antioch police department. The person who took my money fremon or fremond again not sure since i could barely understand what the old guy was saying.

They also damaged my car while in the process of it being towed or while it was in their so called storage yard. Today i called frank to tell him what had happened and he was not a happy camper.

I have also heard from other towing companies that Frank pays his employees in cash thats why they do not take check or credit card. I do believe he is cheating the IRS because he probably does not report the proper income.

I am going to take the parking authority along with the apartment complex that allowed my car to be towed to small claims court.

I suggest you do the same.

Thank you for your help and advice. I will definitely take the necessary steps. I am taking the necessary steps to bring this individual and this company down. I am so tired of dealing with this crap.

I think you need to do to things:

1.  Write a certified, return receipt requested letter to your apartment owner/management company to put them on notice of this harassment.  Be very clear that you will not suffer any further harassment by this tow company and that as their agent, you will hold the apartment owner/management liable for any costs you incur from any further illegal tows by this company.

2.  Send a similar letter to the tow company owner/management-put them on notice as well.

3.  Contact your municipal licensing agency to report this bozo - file a formal complaint and request their license to operate a towing company be suspended/revoked.

4.  Report this tow company to your State Attorney General.

5.  Call the police and report your vehicle STOLEN if this clown takes it again.
