I am victim of the ESBI/Verizon bogus charges scam!

"Selected Options $13.86" - $12.95 plus tax for a total of $13.86. What is this? This entry appeared on my Verizon this month for the first time under "New service provider this month." I NEVER selected any options with a service provider. I NEVER ordered any new service (ESBI voicemail) and now there is a charge on my Verizon phone bill for this! I absolutely REFUSE to pay this charge. I never heard of ESBI and have no need for voicemail as I have a perfectly good operational answering machine. When I called ESBI to get this removed from my bill, I was informed that someone had signed up for this service on line using my telephone number and billed it to my telephone account. How did Verizon allow this to happen? Are they protecting the personal information of their customers? Apparently, they are not doing a very good job doing so if this kind of fraudulent activity is occuring on a regular basis. I will discontinue my Verizon account and sign up with another telephone provider. I have other choices. Verizon is only one of them.
