Generally speaking, the FCC doesn't set long distance rates, either interstate or intrastate. Federal and state governments are involved in various charges (NOT taxes) that long distance carriers must pay, but it's up to the carrier to decide how those costs are passed on to customers. If these charges were included on your local phone bill, you should be able to call the local phone company and tell them you're disputing those charges and that you want the charges removed. MCI has a well-known habit of notifying customers of rate increases only after they take effect. State laws and regulations will determine whether MCI can legally collect from you since they didn't give you advance notice.
