Isn't recall work supposed to be performed FOR FREE?

I visited Frank Hyundai recently for the brake light switch recall on my 2008 Accent, said switch's contacts can become corroded and prevent the brake lights from working - also the switch communicates with the transmission and does some other stuff.

Well my brake lights were dead out when I brought the car to the dealer.

After enduring about an hour in a cramped, stuffy waiting room with dysfunctional wifi I'm beckoned by the service "advisor." He says they've completed the recall work and my brake lights are still dead. He wanted $99 to diagnose, and another $140 if it was JUST THE LIGHT BULBS! Not LED's mind you, regular light bulbs. I was skeptical plus could not afford such work at that time, so I declined. The service advisor threw a bit of a hissy fit about safety blah blah blah, made me sign a handwritten acknowledgement (and I was not given a copy).

The dealer also made numerous recommendations, some of which may be legit but others definitely not. They wanted big bucks to remove and replace the rear window wiper too. But wait! My 08 Accent doesn't have a rear wiper!

So anyway I took delivery of the car, had the service advisor walk out with me and we tested the brakes. Fascinating, but they worked perfecly! Both filaments! The $99 diagnostic they tried to scam me and $140 light bulbs (maybe $3 at Wal-Mart) did not need to be done.

Makes me shiver to think about how many customers simply trust recommendations made by this dealer and pay big money for unneccessary work.

In the meantime I've tried to resolve my concerns with the dealer, by proposing they comp me some of the repairs/maintenance they claim were needed. The dealer refuses, and they weren't polite about it. In fact, all three of the managers whom I've attempted to address my concerns with? Their responses were universally offensive, insulting and downright rude. You'd think after trying to scam me like that they'd be a bit more contrite?

And don't even get me started about the loose nut I found in the carpet a few days later.

Does Frank Hyundai really expect me to believe their technicians don't know how to properly test a light bulb? We're not talking rocket science! Proof of intent is painfully obvious.

Seriously, this is a huge scam operation that needs to be shut down. Meanwhile, two months later those brake lights still work perfectly (so the dealer's feeble alibi about an "intermitent" problem doesn't hold water).
