I do understand that the money gone is gone forever but what i really would like to see is this site and this elicit scam business be shut down and that many innocent people can be saved from falling a victim just like me.I strongly suggest not to have any business dealings with china regarding electronic items specially.

I would be willing to guess Western Union as that is what all scammers like since it not traceable and non refundable. Leaves the victim no possible recourse.
If you used a credit card you can have the charges reversed. If you used paypal you can lodge a dispute. If you used a check you can put a stop payment. However even those forms of payment will not protect you for very long..and you may lose some rights since it was an out of country purchase. In other words..no one else wants to be legally responsible for your lack of judgment.
You asked what kind of person or firm does that? Answer: scammers. They THRIVE..

I do not know how you can seek justice really. I looked at the website and it seems they claim offices only in Asia..but the contact names are..
Contact name : Mr.Fish ,Ms.Catherin , Mr.Jack
Those do not seem Asian to me..most likely made up..no first names..yeah, this is not looking good.
I wonder if anyone knows if there is an authority in China to report this to? I doubt it will get you any money back but maybe it can help to shut the site down?
