The writer has had-it with this whole Fraudulent Transaction! I have done my due-diligence with PayPal, Case #PP-005-749-903-906 as previously referred by USAA Credit Card Services in an attempt to resolve this issue. 

The writer followed ALL instructions as directed by PayPal’s Return Shipment Requirements.  I have been held hostage by PayPal; either Pay the Return Shipping Cost of $174.46 out of my own pocket or my Claim would be DENIED!

I have been Lied-to numerous times and given specific Misdirection from PayPal Associates. As directed the Returned Fraudulent Merchandise has been shipped to the unscrupulous establishment ICD (Seller) . . . The FedEx Parcel is currently sitting in a FedEx Customs facility in Ramat Gan, Israel because the Seller ICD, is refusing to accept the Parcel Delivery and be held responsible for Paying the Import Tax. If ICD had NOT Knowingly purported a Bait & Switch Fraudulent action upon this unsuspecting Buyer, they would not have to Pay an Import Tax and the writer would not be out of almost $175.00 for Return Shipment Cost!

My intuition told me something’s not right with this whole transaction. Upon return of the “Certified Letter” from the US Postal Service, I immediately drove to an established local “Certified Gemologist” who has been in business for 40+ years to have an appraisal performed on the POPULAR Certified 1.00 Carat Round Cut Diamond Solitaire Engagement Ring D VVS2 ICD’s establishment sent to me along with the alleged “Diamond Certification” document that was delivered to my domicile.

The alleged “Diamond Certification” document I received with the POPULAR Certified 1.00 Carat Round Cut Diamond Solitaire Engagement Ring D VVS2 infers that the “DIAMOND RING” is a Certified “D” Classification for Color and a “VVS2” Classification for Clarity which is what I purchased from your ICD establishment’s Ebay auction.

In reality the “Diamond Ring” your establishment (ICD) sent to me is a Certified “I” Classification for Color and a “SI2” Classification for Clarity as determined by Mr. Chris Arbutine, the “Certified Gemologist” for whom works @ Silver Queen Inc. of Largo, FL.

NOT only is the “Diamond Ring” ICD’s establishment sent to me NOT a true Certified “D – VVS2”, the Diamond had been previously “drilled-out” and filled with “epoxy” making the Diamond Engagement Ring pretty much worthless as was noted by the “Certified Gemologist” @ Silver Queen Inc.

The “Diamond Engagement Ring” ICD’s establishment sent to me as noted on the alleged “Diamond Certification” delivered to my domicile with the fraudulent “Diamond Engagement Ring,” inferred the  replacement appraisal value is $11,800 dollars when in reality the Certified “Diamond Ring” ICD’s establishment sent to the writer’s domicile, is worth $1,800 +/- dollars RETALE as appraised by the “Certified Gemologist” @ Siler Queen Inc. 

After much back and forth communication between the writer and PayPal Associates, PayPal did agree on 04/26/17 with the writer’s Claim of Fraud against the SELLER. As noted in the 04/26/17 PayPal Message Instructions (Below) emailed to the writer's personal eamial account, #2 of the PayPal instructions for the Return of Fraudulent Merchandise, “PayPal required “Proof” Provide online Shipment Tracking information before 05/07/17 or my Claim would be DENIED” . . . the writer delivered via the PayPal Message Center and PayPal email, the “Original Cash Register Receipt” Dated 05/05/17 @ 1:23PM EST.  This particular receipt showed the completed DHL Transaction, including the Tracking Number 1255307572 and Return Seller’s Address as well as the Date/Time Stamp and other superfluous information with respect to the Returned Merchandise Parcel.

Important information about return shipping

On 05/10/17, the writer did notify via PayPal Message Center and via PayPal email that the DHL Parcel containing the Returned Fraudulent Merchandise was detained by DHL Customs while at the DHL Cincinnati Hub . . .

DHL Customs would NOT forward the Parcel for delivery due to the Merchandise Cost being well over-the-limit of DHL Liability. On 05/11/17 DHL, “Returned to Shipper” the Parcel, Tracking Number 1255307572 containing the Returned Merchandise to the writer’s domicile.

Immediately upon receipt of the “Returned to Shipper” DHL Parcel (Tracking #1255307572) delivered to the writer’s domicile on 05/11/17, the writer re-sent the Fraudulent Merchandise to the SELLER’s Address via FedEx Parcel Shipment to Ramat Gan, Israel.  On 05/11/17, the writer did forward 5 separate Messages to PayPal via the PayPal Message Center or via PayPal email, the “Original Cash Register Receipt” showing the Transaction for the FedEx Shipment containing the Fraudulent Merchandise . . . the Receipt also showed the Return Shipper's Address as well as Shipping Cost, providing the “Required by PayPal FedEx online Tracking Number” 786539952180

For some reason, the emailed and Messaged “Original Cash Register Receipt” depicting the “PROOF” of the FedEx online Tracking Number 786539952180, which was Messaged numerous times to PayPal on 05/11/17 was NOT-Good-Enough. Accordingly, the aforementioned required only “online Tracking Number Information” as “previously noted” in No.2 of PayPal’s Original Return of Merchandise Message received by the writer on 04/26/17.  PayPal changed the specific instruction for Retrun of Merchandise mid-stream, new requirements for “PROOF of Shipment was to provide the "auto generated FedEx Shipment Notification!”

On 05/11/17 @ 7:43PM EST, PayPal insisted that the writer provide the "auto generated FedEx Shipment Notification” document for which at the time, the writer did NOT have in his possession . . . this Document, “auto generated FedEx Shipment Notification” was NOT delivered to the writer’s personal email account until 5:58PM EST on 05/12/17. HOW can an entity (ME) provide to PayPal the Demanded-Document "PROOF" for a previous FedEx Transaction that he would NOT receive via "automated" email until a day later - the writer would need a time-machine!!!!

On 05/11/17 @ 9:16PM PST PayPal denied the writer’s Claim because, "you did NOT provide to PayPal the auto generated FedEx Shipment Notification,” for which I did NOT have in my possession as previously stated until 5:58PM EST on 05/12/17!

On 05/13/17 the writer received another Massage from PayPal’s Protection Services Department outlining the “REASONING” behind denying the writer’s Claim. The Message infers that the writer DID NOT Ship the Returned Merchandise nor send "PROOF" of the online Tracking Information and Return to Seller's Address as Directed by the 04/26/17 Return of Merchandise Message. On seven (7) separate occasions via email to PayPal or via PayPal Message Center the writer DID send the “Original Cash Register Receipt” showing the FedEx Shipment Transaction for Returned Merchandise . . . which BTW DOES SHOW the “Returned Merchandise online Tracking Number 786539952180 and the Return to SELLER Shipping Address in Ramat Gan, Israel” as well as the Date/Time Stamp of the Transaction!

Please, for only a minute put yourself in the writer’s shoes; if you had this very same FRAUD purported upon you and then you get jerked-around by PayPal due to simple semantics . . . how would you Honestly FEEL? Thento be FORCED by PayPal to pay an additional $174.46 out of your own pocket to get your money back or your Claim will be deined!? First you get ripped-off by an unscrupulous establishment, then you ripped-off by those who are supposed to HELP resolve the issue!

Perhaps if this Case for Return Shipping was only $20 - $30, the writer would NOT be so incensed; but to cost me almost a day’s full wages to Return Merchandise that was Knowingly sent by the Seller to be Fraudulent with hopes of not being caught, is NOT RIGHT!

DEALING WITH PAYPAL WAS A NIGHTMARE . . .

On several occasions during Message Communication with PayPal Associates, the writer was directed to utilize the PayPal Resolution Center Portal to provide “additional information” with respect to this particular Case. Several times, the writer tried to perform such tasking as directed by PayPal Associates to NO avail.

There is NO CASE NUMBER associated with this particular Case in the writer’s PayPal Account under the Resolution Center. The writer relayed this information “several times” between 05/11/17 and 05/14/17 through the PayPal Message Center; No-one from PayPal ever responded to address this specific request until after 05/15/17.

Case #PP-005-749-903-906 was NOT in the writer’s PayPal Account under the Resolution Center Portal due to the fact that this particular Transaction was concluded under a “GUEST” . . . it was NOT until 05/15/17 (four days after my Claim was Denied) that a PayPal Associate provided another means (FAX) (402) 537-5760 to provide additional information to PayPal on this Case.On 05/15/17 @ 12:26PM EST, the writer DID deliver ALL the DHL & FedEx online Tracking Information; "Original Cash Register Receipts and DHL FedEx Shipment Notification Document to the Fax Number provided by PayPal."

A request Reply to Sender accepting receipt was sent to PayPal twice . . . NO-ONE from PayPal ever responded with respect to the aforementioned receipt of FAXED nor Emailed DHL / FedEx online Tracking Infromation.

On several occasions, the writer did have Phone Communications with PayPal Associates. On 05/02/17, the writer talked at-length on the phone about this particular Case with a PayPal Associate named “BRIAN”. During said conversation with BRIAN, the PayPal Associate relayed to the writer that; ”PayPal would be in direct communication” with the SELLER of this Disputed Case, and inform the SELLER that they would be held Responsible for “Return Shipment Cost” associated with the Return of the Fraudulent Merchandise. PayPal Associate named BRIAN, also relayed if the SELLER did NOT respond within 72 hours, that the writer "would be reimbursed by PayPal the $3,095.00 and that the writer would NOT have to Return the Fraudulent Merchandise to the SELLER!" PayPal Associate BRAIN also inferred that there would be a “Time Extension” for Return of Fraudulent Merchandise applied to this particular Case for the delay caused by the Request.

NO “Time Extension” was ever applied to this Case!

The writer’s intuition, something was not quite-right with the recent phone conversation he had previously with PayPal Associate named BRIAN. The writer wanted “confirmation” from another PayPal Associate as to the authenticity of the information relayed over the phone to the writer by PayPal Associate named BRIAN. For three (3) days from 05/02/17 – 05/05/17 the writer sent PayPal Associates a daily Message via the PayPal Message Center requesting “VERIFICATION” . . . was this a TRUE STATEMENT or FALSE STATEMENT provided by PayPal Associate named BRAIN?

NO-ONE from PayPal EVER replied via the writer’s personal email or through the PayPal Message Center with an answer to this simple question!

On 05/03/17, the writer did have a phone conversation with a PayPal Associate with respect to “additional information” required by the shipper (DHL) that the receiver of the Shipped Parcel must provide a “Phone Number” (phone number of recipient) before DHL would ship the Returned Parcel Merchandise. During said phone conversation, the PayPal Associate relayed to the writer that "PayPal had sent the request for additional information with respect to the Return Shipping Address provided by the SELLER." The PayPal Associate also relayed that a “Time Extension” would be applied to this particular Case due to the “delay” caused by the Request.

NO “additional information” (phone number of recipient) was EVER supplied by PayPal . . . NOR was ANY “Time Extension” applied to this Case due to this delay. It is a good thing the writer also sent the same request for additional information on 05/03/17 to the SELLER via the Ebay Portal for which he did get a response two days later!

On 05/04/17, the writer did have a phone conversation with a PayPal Associate with respect to “additional information” required by the shipper (DHL) that the receiver of the Shipped Parcel must provide a “Postal Code” (Zip Code for Ramat Gan, Israel) before DHL would ship the Returned Merchandise. During said phone conversation, the PayPal Associate relayed to the writer that "PayPal had sent the request for additional information (Postal Code) with respect to the Return Shipping Address provided by the SELLER." The PayPal Associate also relayed that a “Time Extension” would be applied to this particular Case due to the “delay” caused by the Request.

NO “additional information” (Postal Code / Zip Code) was EVER supplied by PayPal . . . NOR was ANY “Time Extension” applied to this Case due to this delay. It is a good thing the writer also sent the same request for additional information on 05/04/17 to the SELLER via the Ebay Portal for which he did get a response one day later!

 

PayPal Associates were abhorent to work with on this Case . . . after the writer was held Hostage by PayPal, either spend $174.46 for return Fraudulent Merchandise or your Claim will be denied! The writer followed ALL of the PayPal "Return of Merchandise Instruction", the FedEx Parcel is currently sitting in FedEX Customs @ Ramat Gan, Israel. WHERE is the writer's REFUND PAYAPL???????? POS

The writer has turned-over this Case to his respective Bank, the subsidiary Credit Card VISA and their Insurance Underwriters . . . let them deal with these morons!

NEVER AGIAN DO BUSINESS WITH PAYPAL . . . they DO NOT have-your-back!!!!!
