I gave Juan Lugo DBA Lima Construction a check in the amount of $4500.00 as a deposit on November 14 2007, and my check was cashed November 15, 2007. Lima Construction pulled the concrete without any sort of city permits sometime in November/December. They removed the concrete from my original slab but left the removed concrete in my back yard, It sat there until I hired C and D disposal in May of 2008 at a cost of 219.75 to remove it myself. Lima Construction started work on my house without the mandatory City permits. This is a clear violation with the Register of Contractors.

Since November of 2007 I have repeatedly called Mr. Lugo with little response. I have phone records to prove this. It is now July of 2008 and there is a huge sand lot in my back yard where my bathroom was to be built. The permits were actually submitted for on February 20, 2008, four months after receiving payment and removing the concrete. I have a written statement from Mr. Lugo stating that if Lima Construction did not do the work a full refund would be given. The permits were not provided for a few different reasons.

The contractors lack of response to my phone calls has really violated the trust I had in Juan Carlos Lugo. Once finding out that the permits would not be granted in March 2008 I said forget it. Your unreliably and untrustworthy. This is taking way to long, I was told that in 30 days the bathroom would be done.

Now Lima Construction will not refund my money stating they want payment for removing the concrete and setting it back in. I have a bill for the amount of $2650.00 from this guy. I find this to be way out of line. They were not authorized by anyone to take out the concrete including me. I should receive a full refund plus payment for removing the concrete on my own. It is rightfully mine.

I feel that this company has stolen from me. I would never recommend anyone to use them. As of July 7 - 12. I offered a payment of $750.00 to resolve the issue. I was told, "I have to think about it." I have heard nothing. I have made 5 phone calls since yesterday, Wednesday, July 16. It is clear this company cares nothing about it's reputation or any clients that have given money in advance for projects that were not attended to correctly. It is now July 30, 2008. NO BATHROOM, NO MONEY, SAND LOT IN BACK YARD.
