Update as of July 8, 2006: I contacted the Better Business Bureau and the State of Tennessee Department of Consumer Affairs to file a report on this company. The BBB gave him until July 11 to respond. I received the car title on July 7 via registered mail. I have no idea as to why the dealer wouldn't call me or why it took him over 2 months to send it, but I have it now and everything looks legit so that's all that matters.
