Kevin M. Sianez 4 Front Investigations Arrested Orange County CA
Between November 2005 and June 2010, Sianez is accused of owning and illegally operating private investigation services without a license under the names KMS Investigations, Fore-Front Investigations, and 4Front Investigations. Business and Professions Code 7523 requires proper licensing through the California Department of Consumer Affairs Bureau of Security and Investigative Services to operate as a private investigator.
The defendant is accused of falsely identifying himself as a licensed private investigator. The defendant is accused of posting false reviews of his various businesses on Internet investigator and referral websites to optimize his search engine presence. He is accused of using these fabricated reviews to mislead potential clients into believing his businesses had nationwide offices and investigators, when in fact he operated out of a small suite in Fountain Valley with less than five employees, who were primarily family members. Sianez is accused of defrauding clients by performing little or no work on their cases after receiving payment. He is also accused of defrauding properly licensed private investigation firms by subcontracting investigative work to them and failing to pay for their services. Sianez is accused of attempting to intimidate and dissuade witnesses of his fraudulent activities, including two former employees, by threatening to use his knowledge and contacts as a former police officer to file false police reports against them if they reported his actions to the police or public.
He is accused of threatening to burn down the home of a private investigator if she did not remove Internet comments she had posted alerting the public about his fraudulent activity. Between October 2009 and January 2010, Sianez is accused of posting ads on Craigslistseeking women to engage in acts of *** with his Labrador Retriever. He is accused of conspiring with several unknown co-conspirators via e-mail to set up meetings in order for the *** to occur. Search KMS Investigations on this site for information on this company. The owner is not a licensed PI in California and the company is not a California Corporation as his website claims. He has multiple criminal convictions in Orange County California Superior Court for theft, stalking and failure to provide for minor child. The BBB has 19 complaints in Southern California and one pending in Delware. Buyer beware!

In response to "Mark's" comment, upon hiring Mr. Sianez there was NOTHING sent to me to show that any work was done, 23 hours worth of work? I didn't see 8 hours! I was told on the phone and through email that evidence was taken to show that "something" had been done. I repeatedly asked SEVERAL times for what evidence was gathered be sent to me. I have documentation of all of this. NOTHING, NOTHING, NOTHING was sent. Then....when your phone calls are "suddenly" not being taken, wouldn't you wonder? In your response Mark you stated and I quote," We are not allowed to discuss the particulars of her case with anyone other than our client however." Well, that would have been nice! To have someone return the messages I left or call me and update me. I was not dealt the professional manner that I trusted KMS with and I will let the California Department of Consumer Affairs handle it from here.

One sided consumer remark without verification or investigation, printed as prima facia fact, not a good situation at all. Fact of the matter is, this client had very limited financial resources that limited her search to one days Investigation. We are not allowed to discuss the particulars of her case with anyone other than our client however. What we can tell you is she was able to pay for 8 hours Investigation. What she received was 23 hrs Investigation at no additional cost to her. Many Investigation firms like ours have compassion for our clients with limited resources. Often times as with this case we work beyond what we have been paid for to bring the matter to closure with results. This firm is known for donating free Investigative hours to financially strapped clients. As a matter of note we worked nearly 2500 hours of Investigation following hurricane Katrina in Louisiana at zero charge to needy clients post disaster. No merit to this complaint.

If what you say is accurate, you can file with the agency in California that licenses investigators. They will review your complaint and take action if so required. California has very strong PI licensing requirements.

I can't take him to small claims court because I have to file in his area. I am in Texas and he is in California. NO...I didn't hire him to "stalk" anyone. Peoplee like this can't get away with taking advantage of people. Knowing that I was out of state, he thought that he could get away with this, not if I have anything to do with it.

Just take him to small claims court. It's not hard, you don't need a lawyer, and if he doesn't have proof he worked on the case, then he will lose. Unless you paid him to stalk someone.

Upon receiving a certified letter on 4/12/06 requesting a refund, Mr. Sianez has chose to ignore this letter. Therefore, I have filed complaints with The Better Business Bureau in his area, The Federal Trade Commission, and The California Department of Consumer Affairs. I have also taken the liberty to send this report to the businesses around Mr. Sianez private investigation office. I will also send this report to the offices in New York and Florida warning everyone of fraud. Attorney offices, Media, Newspaper and any other source that I can get the word out not to hire this man. CONSUMER BEWARE!!!! He will take your case and then he will take your money and no service will be performed. I am out-of-state and this man took advantage of the situation in my case. DON'T LET THIS HAPPEN TO YOU!!!!!
