In total we paid out $770 and all Matt Keenan really resolved was unclogging a drain pipe, wasting time and inconveniencing our friends and family (NO WATER)! 
 
Matt was hired and trusted as a licensed and insured plumber (as advertised) on May 24th to get our water working. I started by asking him how many deep wells he has serviced and he confirmed 80. He seemed confident that he could do the job. Knowing the pump likely had issues he said he would pick up a new well pump, box and pressure switch and claimed it was fully warrantied. When I asked he also confirmed that we could return the pump if it wasn't needed. He insisted that I pay him upfront for the equipment and provided a receipt (I insisted) and that he would install it the very next day. He didn't install anything the next day but delivered me the equipment; the pump box did look old and ratty but he again reaffirmed that it was just the box and that the pump was brand new with warranty. After calling and texting and insisting that he get the water going he came over a few days later and tried to pull the pump and couldn't do it. So he came back the next day to install the control box and pressure switch and demanded that he be paid for his work and then didn't follow up as promised in the morning....
 
Since so much time had passed my family was pressuring me to get the water running (understandably so because we have animals that we needed to bring over) so on May 29th I called another plumber that came over within hours and he pulled the pump up in less than 5 minutes! (I was pleasantly surprised) This plumber also looked at the pump Matt had sold us and said that's an old pump (2009) and told me that it would not have any warranty if he installed it. He also asked who sold us the pump and didn't recognize Matt Keenan's name.... 
 
Now because Matt said that we could return the pump if not needed we decided to buy a pump with warranty to ensure trouble free operation for 5 years. After informing Matt that we needed to hire another plumber to get our water going and asking when we could meet him to return the pump and box there was no response via phone or text messages. His fiance replied after several text messages (over 24 hours later) gave me another number to call / text and there has been no response.
 
I found his profile on facebook and it said he was a former plumber with Unique Service but that's the company he issued the receipt from with his fathers name. He also didn't include a HST number on the 2nd receipt he made out to us and said we can figure that out later... 
 
Richard Keenan his father is a licensed plumber however when contacted he informed us that his son Matt Keenan didn't work for him or his company and that he shouldn't be using his receipt book. ("That's not good for anyone.")

Consumer affairs advised us to contact the plumbing inspector so we did.
 
We asked:
Is Matt Keenan a licensed plumber as advertised and how should we proceed?
 
 
FOLLOW UP RECEIVED:

I received a response back for the apprenticeship board and they have no record of Matthew Keenan having a plumbers certificate of qualification in the province of New Brunswick. In this case without a C of Q in this province he could not be licenced in this province either.

At this point this is all we can do on our end because he is not in our system, which gives us no authority on the matter.  My suggestion would be to follow up as per our telephone conversation yesterday.

As recommended the RCMP was also contacted but they didn't have time to prusue this matter and recommended that we sue in small claims court and ask for additional damages.

I hope this transcript of our dealings with Matthew Keenan (Not a licensed plumber) helps others!!!
