The only legal form of gambling in the state of PA is the Pennsylvania State Lottery (palottery.com). That and soon to be slot machine parlors, pending legislation. The PA lottery won't ever contact you if you win, you have to initiate the gamble and tell them that you won when you do so. You can only buy tickets and scratch offs at locations in PA that offer it (usually a big PA lottery sign in the window or a green machine by the checkout counter). This thing out of Pittsburgh is just a scam. They want your money, they don't want to give you anything.
