So you get bit by a dog in the neck, to the point where the blood is soaking your shirt and the only thought that comes into your head is "Gee I wonder if the dog had it's shots". Then when the police and ambulance come the only thing that they tell you is that "the manager wants you off the property". I really wonder what the rest of your little story is.
What happened to the dog? Because in a case where the dog is not provoked it is likely that Animal Control would have been called to quarantine the dog. Then the owner(s) would usually have to go in front of a judge to see if they can get the dog released.

Was the dog a pit bull, rather than a bulldog? Pit bulls tend to go for the neck, where as bulldogs go for the face.
Also, why on earth would you make an attempt to make friends with a dog you dont know? That is beyond dumb. Even if an owner says he wont bite, that is not a statement of guarantee. Because of your actions, the dog probably percieved your actions to be an attempt to dominate him, and instantly saw you as a threat. Instead of submitting, the dog attacked you.
If you were bit in the throat, I would like to see pictures as I am wondering how you survived. I also find it odd that you were immediately requested to be removed and that the police were needed to get involved. Im sure we are getting a small snippet of the real information.
While animals are the responsibility of its owner, people can and do intentionally antagonize animals with disastrous results.

Go to the Police and swear out a warrant for "Assault with injury" against the Manager, th owner is responsible for his dog's actions.
Also you have the Hospital, Ambulance and Police report on your side.
Go get him.
