On or about 6th March 2009.Seamus Power ,member of the Victims of the Legal Profession Society.(V.L.P.S.) introduced me to Mr.Alan Evans at a meeting which took place in the Kylemore restaurant, Town Centre, Waterford.
Alan Evans posed himself as a legal eagle who knew how to
challenge the Irish State, and over a series of meetings between Alan and Patrick
and Mrs.Patrick, he informed us that he
was the owner,director,treasurer and manager of his company called The
International Private Investigations Services and International
Solicitors.(I.P.I.S.I.S.) and he agreed to take our cases against two Irish
Health Boards, The Irish State and others, and informed us that he would be with us right to
the end.
A lay Litigant from Cork,Mr.Liam Madden was delegated by Alan to represent us in court,and at a meeting with Mrs.Patrick and Patrick and Alan, Mr.Madden agreed to represent us.He informed Mrs.Patrick that he had her case and papers and was taking her case on.
Liam later confirmed to Mrs.Patrick that her case was in his hands and that he had further instructions from Mr. Carter in Canada to hand, and that he would contact Mrs.Patrick when he had examined same.
Alan informed us that Mr.John Frederick Carton who was living in Canada, was his company Barrister, and that Mr. Carton would read our files and produce a strategy report and come to Ireland to fight our cases.
Having agreed to pay for Alans services we made several
payments totaling eleven thousand six
hundred sixty euros, all contact was lost between Alan Evans, Brian Sweeney [
his minder ], and Liam Madden shortly after we had made the last payment .

4th May 2009. Mrs.Patrick phoned Alan and he said that death threats had been made against him,the Gardai had been informed and he now had to lie low for a while.

9.p.m.Patrick and Mrs.Patrick went to Waterford Garda Station and we reported the Fraud to Garda Alan Kelleher [W K 112.] we said that we had paid out over eleven thousand euros. Garda Kelleher stated that because the amount was so high, that a detective would be in contact with us. He took details, but declined to take our statements.

14th June 2009. Second visit to Waterford Garda
Station.
Mrs.Patrick and Patrick asked to see Sergeant Mick Wheelan ,but Garda Ciara Collins
informed us that Sergeant was on the phone and showed us into a small room. She
returned after a while and stated that the sergeant had to go to court and was
unavailable. We informed her that since our complaint was made on 10th
last. No one had made contact with us about the matter. Patrick gave her a three
page account of the events to date ,and information about the fraudsters. She
said that Sgt. Mick Wheelan would be on duty from 2.00 pm tomorrow, and that
she would pass on the details to him.
15th.June 2009. Our third visit to Waterford Garda Station.
We called in at 4.00 and spoke to Garda Martina Felle, and she informed us that Sgt.Wheelan would not be in until 9.00.pm.,and that our case was being dealt with by Garda John Cashman in Ferrybank Garda Station.
We asked to see the Sergeant on duty. The same interview room was used, and Sgt. Larry Sheehan [I.D.number wk 242 ] informed us that Garda Cashman was transferred to another place called Moincoin.
We again gave the details, and after a long wait,
Sgt,Sheehan returned with another casually dressed man Mr.Paddy Kelly who
stated that he hoped to be a detective one day. Both men were at difficulty as
to whether the nature of our complaint was of a criminal nature. They agreed to
send it to Dublin for further analysis and said they would be in touch with us.
25th June 2009. At 9-55 am. Phone call received
by Patrick from Garda Paddy Kelly who stated that he was investigating our
complaint, and that he would be in contact to
take a statement next week..
3rd.August 2009. Nothing had been heard from Waterford Garda to date. Two months since our formal criminal complaint was made to Waterford Gardai, and no statement has been taken from us on the matter to date.

Two months ago we made a formal criminal complaint to Garda Alan Kelleher at Waterford Garda Station. We gave details of our loss of eleven thousand euros taken from us by Fraud and Deception by Mr. Alan Evans.
Would you kindly investigate the matter and advise us as to
why we have not yet been asked for any statements, and the reason for the long
delay.

11th August 2009. Acknowledgement from Philip J Doolan Private Secretary to the Commissioner stating that our correspondence had been forwarded to the Deputy Commissioner of Operations,An Garda Siochana,Garda Headquaters,Phoenix Park.And that we will be communicated with further in course.
24th.August 2009.9.22 am.Message on my mobile phone from Garda Paddy Kelly Waterford advising of a meeting with him to take place on Monday 24th.August at 8.00 pm for the purpose of taking a statement.
12.15 pm. spoke with Detective Sergeant Anthony Petit.the Crime Unit Waterford Garda Station who stated that he knew about our case.We confirmed the appointment.
24th.August 2009. Patrick and Mrs.Patrick went to Waterford Garda Station at 7.55 pm.We met with Detective Garda Eamon Dumphy and Garda Paddy Kelly. Det.Dumphy when we asked to make a joint statement, he declined and stated that we would be required to make separate statements and that Mrs.Patrick would go with him, and Patrick with Garda Kelly.They took our statements and when we asked for copies of same, they declined to give us copies while stating that we could apply in writing to Supt.Chris Delaney for same, and in our application, say that it was for the purpose of our records.
25th.August 2009.Patrick and Mrs.Patrick applied in writing to Supt.Delaney for copies of our statements.

On 31st. March 2010 we sent a reminder letter to the investigating Garda [Irish policeman] Patrick Kelly , and copied it to the Irish Garda Commissioner Mr. Fathna Murphy.
On 26th. April 2010 Garda Patrick Kelly,Waterford Garda Station informed us by letter that he was still looking for Mr. Evans.
On 8th. July 2010 we sent another reminder to Garda Kelly and copied it to the Garda Commissioner.
On 6th. August 2010 Garda Kelly phoned us and said that He had arrested Alan Evans that morning, interviewed him, and that a file is being sent to the Director of Public Prosecutions in Dublin Ireland.Garda Kelly said that he would contact us about the result.
