Forced to sign authorization form to link my credit card to all cabin keys to get board. Yet, never disabled the keys upon request.

My two sons (15 and 11yr), and I had a 7 days western Caribbean cruise (12/08/13-12/15/13) with Norwegian Dawn departing from Tampa, FL. Reservation #22585363 stateroom #6506

When I checked in the port, I was given an authorization form to sign to link my credit card to the cabin cards for all of us in the cabin. It is defaulted to all and I had to sign it to be able to get on the cruise. I asked the agent woman right away that I need my sons' account closed after I signed. She responded:' no problem Ma'am, I am taking care of this right now for you." as she spoke, she cut the corner of my two sons' cards to show that she did close out the account. Both my sons and I thought the cards now are only used as key to the door with no charge card function.

Since my kids are 15 and 11, I let them to have the cards to get in and out the cabin freely without knowing the cards are also charge cards. There were no mentions on the daily newsletter to advise to come to the customer service desk on the ship to sign another form to close out the cards nor there is a big sign stating so. Until the last day cruise, I found out my 11 years old James charged $899.50 in arcade games by using the cabin card. I was so shocked since I thought the card should be already closed. My 11 year old was curious about the card and slide through, thinking no hurt since the card was closed while he was at the kids area. But it went through. No telling if other kids used the card without approval. Customer rep(Jaimaline Rocas) was nice enough removed $252 tip charge. However she could not remove the arcade merchandise charge. She told me to contact customer service after the cruise. Again, I had no choice but to settle account and thinking I can dispute with NCL customer service department once on land when the cruise was ended on 12/15/13.

On 12/16/13, I contacted NCL customer service 866-625-1164 and talked to Shawana. She opened up case#1155731A for me. I had to follow up several times by spending countless times on the phone on holding and explaining. Eventually, I talked to the supervisor Paula Pander on 01/29/14. She told me the best they can do is to issue $500 onboard credits that I have to use within 1 year and it is only can use towards to service not for tips taxes etc. I told her that it is not acceptable since this does not cover the total disputed amount, and I am not planning to cruise with NCL again after the bad experience and subsequent worse experience on the dispute. She said that she was the highest person I can dispute with. And that is final.

Then I filed dispute with my credit card company bank of America on 01/30/14 #6309**** for $647.50. Unfortunately, after countless hours on the phones, explaining, following up, Jack in the disputing department told me that I had to pay for it since NCL can prove that I signed the form to agree my sons cards as charge. Despite my explaining that I had no choice but signing it so that we can get on board. After signing, I requested the checkin woman to close out the account who advised me that she did yet it never got closed out. To me, this is unauthorized charge despite the signing. No one would allow their minors especially under 11 years old to get hands on charge card or authorize them to use card. Unfortunately, cruise line forces passengers to sign this form and trick customers thinking the cards were closed upon request. This is an obviously deceiving practice to make more money from passengers. I do not know if there is a law that charges by minor is valid. I could not go anywhere with Bank of America either. The final person in dispute department I talked with is Jack on 03/07/14. So I asked account department to close out the account. Darlene in the account department is very understanding and sympathize my situation. Unfortunately she could not help. She advised me even I closed out credit card, I will still get charged on the finance charge     (Less)
