I found Orlando SEO COnsultants through a Google search. After speaking to them I decided to use them to improve search results for my website. Search results quickly improved (the hook) and then Kevin Kemp sold me on the idea of building a new website as a way to capture new business. Since we just opened the Orlando office it seemed like a good idea to help generate new business so on February 19th 2015 I paid Kevin Kemp at Orlando SEO Consultants $4500 to build a new website that would work well on mobile devices and be easy to scale to other cities as we expanded. We had a few conversations regarding what I wanted and then I had no contact with anyone there for almost 2 months. I was then told they needed more content for the site and I was not happy because I was under the impression if they needed something from me they would have told me that around teh time they took my money. I wasted a month basically designing the site the way I wanted which included writing content and sent everything to them. After another 6 weeks passed I sent more nasty emails and finally got a call from some girl (Vicky?) on August 26th who gave me a bunch of BS excuses and promised me Kevin would call me that day which never happened. It does not take 7 months to build a website so it is in my opinion that this company scams people and I am making mulitple complaints including sending one to the Attorney General.

According to Case Number 2013-CF-006769-A-O (STATE OF FLORIDA - VS - KEMP, KEVIN ROBERT) from the Orange County Clerk Records, Kevin Kemp is under supervisional probation after 2012 felony charges. It appears to still be an ongoing thing, with activity as recent as last month.
This might be useful if you're trying to contact him or the authorities.
The Corrections Offender Network lists a permanent address and other potentially helpful information.

I'm sorry to hear about your run in with Orlando SEO Consultant. Unfortunately, this is the sort of scheme Kevin Kemp runs and it's unlikely you will get your money back because of the frequency in which he moves and starts new operations. He's been at this game for a long time in a lot of different fields and under countless other companies.
And more -- they go all the way back to 2004 on this website alone.
Here's a complaint from 2004 where he used the names "Kevin Kemp, CentraHost Corporation, CpanelSubs and the old NOC24".
If you visit the Orange County Clerk website you can search public records of his history, including traffic infractions, fellonies and more.
This information might be useful:
For those still getting scammed by Kevin Kemp/Kent, here are the steps I took (I would at least file a complaint with the Winter Park Police Department if nothing else - if he is still in that jurisdiction):
1. Submitted complaint to the BBB of Central Florida (Kevin Kemp/Kent did not respond)
2. Spoke to Sgt. Ron Johnson of the Winter Park Police Department at 407-599-3312 rjohnson AT cityofwinterpark.org.

Note: Kevin Kemp does what ever it takes to defraud - he even mislead Sgt Ron Johnson by telling him he was going to send me the refund (sent an email confirming), but it was never sent.

Sgt Ron Johnson has been the only somewhat helpful source... maybe if you go to him he will escalate the matter. I would suggest that if your reading this to file a complaint at the Winter Park Police Department. Kevin Kemp/Kent has a history of this type of activity (and the Winter Park Police Department knows of the fraudulent activity), if enough people file a complaint eventually there should be enough evidence to prove intent to defraud and put this guy behind bars.
Whatever the case, http://orlandoseoconsultant.net/, 'OSEO', Orlando SEO Consultant -- whatever he wants to call it -- is not Kevin Kemp's first company nor his first scam.
