Palmetto Marketing ripoff, how long has this been going on? Coral Springs Florida

I ordered a magazine renewal from a teenager selling door-to-door in Manchester, CT in Sept. 2002 and have just found out about this scam aftering inquiring why my current subscription wasn't renewed. How long does this scam have to go on before anyone does anything about it?
