I had sent a general email thru the "contact us" capability on Party City's website. Maybe that helped get the attention of someone.

I received a call from Bill of Party City who explained this was not handled appropriately by the store. He said they have reeducated every employee in the store on the proper policies. I was instructed to go into the store, ask for the GM, and I would receive full refund on the original return and what I had to purchase out-of-pocket. I was pleasantly surprised and very grateful.
