Unless that person is a Law Enforcement or Parking Enforcement Officer they do not have the power to write you any citations. They would have to report you and an officer would write you the ticket. So unless you are saying that an officer has a personal vendetta against you, it seems as if they feel you are blocking the driveway as well.
California Vehicle Code Section 22500: Prohibited Stopping, Standing, or Parking.
"No person shall stop, park, or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places:
....
(e) In front of a public or private driveway, except that a bus engaged as a common carrier, schoolbus, or a taxicab may stop to load or unload passengers when authorized by local authorities pursuant to an ordinance.
- Unfortunatly there does not appear to be any exceptions even if you are the property owner.
By the way your picture is very interesting. While it doesn't appear that you are blocking the driveway as of the time of this picture, it is also missing this mysterious utility poll that you say is in the center of the driveway.
But if all else fails and you are still convinced it is the neighbor..it may be time to "make nice" with them.

Do some private d**k work, find out what the officer drives. Make sure she gets a "ticket" of her own!
