Over the past year Public Safety Training Association (PSTA) has placed 10 orders with my company (Fortress Tactical, LLC) for TASER air cartridges for use in their training program. Public Safety Training Association (PSTA) has always paid (or arranged payment) right away, at least until order #10. On September 26th 2011, Amber Prehoda with PSTA called asking for $1000 worth of cartridges to be shipped overnight. After filling this order immediately (even while on vacation), I attempted to charge their normal credit card on file, but this card was declined. I have called several times, left messages, and sent numerous emails, but no attempt at payment has been made. To date, not one of my phone calls or messages has been returned, but they have sent me several emails (excerpts following):

"Today is my first day back to PSTA in 3 weeks, and I'm so sorry for this situation." "I will get this rectified immediately." "Give me a moment so that I can do a count and get you paid." "Once again I apologize. I will fix it." "I apologize for the delay of anyone getting back to you, and hope everything will be cleared up soon!" "I put another request in for payment." "Our fiscal department went through changes, but I am getting it taken care of." "I promise - I won't leave you hanging with this bill." "I am very sorry, and I am working hard at getting the release of money." "I personally would never have left you hanging this long, but unfortunately I have to wait on the money also." "I put in another request and made it known that you have been a fantastic help, and have accommodated every request." "I will continue to press for the payment." "Once again, I apologize and will not stop pushing for funding until I get you your payment."

Late payments issues communicated clearly and immediately are acceptable, but there comes a point when silly excuses & empty promises become insulting. In posting this complaint, it is my hope that any potential clients/suppliers of Public Safety Training Association (PSTA) think twice prior to any entering any business arrangement with this company.
