Publishers Clearing House PCH Grand prize winner of $10,000 was a mistake and I am not the winner. California

I recieved an email announcing I am the winner of PCH VIP Grand Prize Winner of $10,000. I have a screen shot of this. I open this email after 12am. The whole night I believed that I am the winner along with all the emotions of joy of winning the amount of $10,000.00. I then received another email saying that it was a mistake and I did not win and that someone else was the actual winner. It also indicated that actions to prevent this happening again. The Internet has numerous incidents just like mine and one goes back 5 years prior. I was given opportunity to be enter in a special drawing where 5 $10,000.00 winners will be drawn which never happen. If I did not win a 50,000 tokens will be added to my token Balance. This is like losing $10,000. I am still very upset and angry about this. How can this be allowed to continue happening to people.
