I happened to have a short experience with Rage on Stage Management. From first person experience, here is what you get with Frank James/Frank Welcker of Rage on Stage Management (who will most likely have a new name and move on to rip off other aspiring bands in the industry):
- You get a great deal of talk and hype using the buzz words such as "industry professional", "professionalism", "touring", "signed bands", "press release." Things that capture younger bands attention and make them want to work with Frank. He will leverage what he calls "national bands" when in reality, he only is representing one major act in the world. Do not confuse this with acts that are selling big dates throughout the United States.
- You get a contract that will be loaded with grammatical errors and typos, yet will be expressed by Frank as completely legitimate in a court of law. This "contract" will be filled with jargon and aforementioned buzz words that is designed to do one thing and one thing ONLY: Collect a monthly retainer fee. There is no other relevant stipulation in the contract that actually works to help the artist. Just a monetary collection for himself, essentially allowing him to do nothing and get paid for it. The most work he will ever put in for you is actually getting you to sign the contract. Once that happens you are sunk in to his web and are stuck paying him a fixed fee.
-"Press releases" While legitimate objects in the music industry, his definition of press release is this: He will spend a marginal amount of time typing up a document that, much like his contract, is loaded with inaccuracies and grammatical errors. He will infuse that with some near grade-school level photoshop work and post it to the internet via INTERNET FORUMS. Keep that in mind. These are not posted to any reputable website, they are uploaded to Rock and Metal based internet forums that absolutely anybody can post to and nobody will see. His current website Blastmediapromotions.com will also be a hub for these press releases. These will gain you zero relevant exposure. None.
- "PR" In this incarnation of his "company" He will present you with a publicist that you will never ever get to see in person, nor speak to via telephone. He will speak of a team that he has however the ONLY person you will ever see is Frank himself, OR his girlfriend (Who will be used as a photographer, more of that later) Again, more empty talk and promises from this "industry professional"
-A complete misrepresentation of the Band-Manager relationship. It's difficult for a young band that has not had management experience to detect, but generally the Manager acts to represent the band and WORK FOR the Band that is involved with them. With Frank it is the other way around, once you engage in business with him you as a Band will be seen as property. He will act as if you are under his complete control and should act accordingly. Remember the retainer fee? This allows him to do that. While most managers will ask a percentage of the bands revenue, Frank will simply collect monthly regardless of performance. This FORCES THE BAND TO ACT UNDER HIS GUIDANCE AND DIRECTION OR FACE FEELING LIKE THEIR MONEY IS BEING COMPLETELY WASTED. And it will be, if they choose to do business with him.
- Communication. Frank's communication skills are marginal at best, with both bands and industry personnel. The only time you will be communicated to by Frank is when you are doing something wrong in his eyes. He will never offer suggestions or advice unless he has to, whether by inquiry or error. In fact, the only time you will get continuous communication from Frank will be when he is owed money. He will relentlessly pursue that income and it will overtake all other matters in the partnership.
- Booking. The first thing he will do is take over the booking process for your band. He will act as your sole booking agent, but there is a problem. He will book you very small shows at very small clubs, with the occasional decent turn out every so often. Again, this is the retainer's doing. He makes more money for a bigger turn out of show, but it is not his only source of income. Therefore he has the room to book these small shows that garner little to no profit for the artist.
- Professional representation. In my experience every single show he made an appearance at yielded an absolutely unprofessional result. He acts as though he is an entitled fan rather than an extension of the artist. Public intoxication and excessive rowdiness are two phrases best defining his behavior in public at venues. He will also show up and demand the best the venue has to offer. Free drinks, VIP, free access for his girlfriend(who will be labeled "photographer"), etc. There is absolutely no way that any industry professional, venue, or artist can take you seriously with these actions. These actions alone can sink your band into the depths of the music scene and cost you valuable time and future connections.
In summarizing this detail of Frank James/ Frank Welcker, it must be stated that he will continue to attempt his marginal management services elsewhere with other bands. All of the above stated material is testament to his unprofessional attitude, his inability to garner real results, and his lack of respect for the artist he represents. I encourage all bands to do research, although he does a great job at ensuring you receive the impression that all bands that disconnect from his services are entirely void of credibility. This is simply not the case. He is a great salesman and knows how to twist words in ways that will excite young bands into rushing into an agreement for his services. Before doing so, I implore you to dig beneath the surface of the charade that is Frank James and uncover the truth.

My band as well unfortunately participated in some business with Frank James Welcker and are living to regret it. Here are a few more instances of his behavior:
These are facts witnessed by myself in first person, I am not including hearsay or 2nd witness accounts:
My band had a very large show with a large venue that we had booked ourselves and put together ourselves as a route to impress said venue and staff and artist company involved with said venue. There were over 600 people present over half of whom are because of our band's fanbase. We had only met Frank for the first time in person hours earlier and had not even begun business with him, so first impressions are still vulnerable here for both parties. While I was doing production based stuff on and back stage I recieved a text message from the club/production manager saying "Dude... your manager is harassing my staff because we are refusing to sell drinks to his daughter/girlfriend (?)... she is way too intoxicated...". Meeting Frank for the first time, this, from the get-go, was already making me regret my own decision to want to do business with Frank and now to this day the club staff, who although still does business with us, still has that impression. We only continue to do business with them because we can help pack the house.
This is a first person account witnessed by one of my band mates. This is only fact and the quoted statements are not the exact words used, they are only the translated effect of those original statements which cannot be recalled verbatim:
When a member of a fellow friend band of ours from the same local music scene approached one of us at the July 7th concert he asked if our band would be able to play another show in an upcoming month with his band. He offered us a middle slot on the bill. Frank happened to be standing near by and our member asked for his attention and his thought on the matter.
To the best of our band members recollection, and in front of the member of the other band, Frank said something to the effect that our band is too good to be playing a middle slot at a local show with his band who also happen to be personal friends with this member of our band.
Our band member was shocked and very apologetic about what Frank had said because Frank should have postponed his thoughts or decisions until after consulting with the band on the matter instead of acting impulsively in public. Still to this day this has had a negative effect on our band's reputation and on our member's relationship with both the other band in social, personal and business matters.
These are only two of a list of instances where Frank neglected our reputation and image as a band. Not to mention his alcoholism at all shows he attends is beyond acceptable. How can you represent a band you are managing when your are busy drinking away and harassing female concert goers. How can you handle business properly with club staff and owners when you are intoxicated to that extent. May I also add that in previous discussions with Frank we strongly requested a copy of all and any money transactions reports regarding our band primarily that from clubs/venues so we may be kept up to date on our revenue. He failed to do this on shows he booked. So when handed money from the club through Frank how do we know at all that the money is correct and that he isn't pocketing any of it. We are not implying that he has or is doing that but the point is how do we not know that he is not. We shouldn't have to ask after the fact when we made the verbal agreement to to get revenue reports from him for all transactions.
The bottom line is that Frank James Welcker may not be intentionally a scam artist but he is absolutely nowhere near the persona of a professional business person. Constant emails, calls or texts filled with cursing, insults, lies and empty threats is no different, even the slightest, from a high school bully both by his personality, speech and writing too. May I also point out that I am not continuing this because other posts from earlier have already mentioned the same EXACT issues that we had also encountered. So there is no point to continue when it has been said already, just that we have had the same exact issues.
Bands, stay away from Frank James Welcker of/and Rage On Stage Management.

My band faced almost the same exact scenario as SIS did with Rage On Stage Management aka ROSM. Everything stated by SIS sounds soooo familiar!!!! We were lucky enough to get out way earlier in the process though. What I can add is this: Frank James/Welker and Rage On Stage Management should not be called "management". He does not manage by industry standard and basically is just a booking service. He books shows and doesn't promote them. We got paid horribly for every show. He will get blasted drunk and possibly high on marijuana at your show. He was in this state at EVERY ONE of our shows. How can a manager be taken seriously by a venue or industry professional when he is hanging all over people like they are his best friend and saying vulger things to female fans. He always mentioned how we should act like a signed band and to be professional. PRACTICE WHAT YOU PREACH.
Frank promises the world and delivers absolutely nothing useful. He puts out press releases with horrible grammer, like mine, lol. Those can't be taken seriously by anyone important and they never get anywhere important. No one sees them. They go on popular forums but no one sees the releases unless they happen to be looking for that specific band. All of the attention is on the big name signed bands with these sites. Frank makes you feel like the whole world is watching you now because you are with ROSM. Most people we talked to had never heard of him or Rage On Stage for that matter. He used to be a part of a management company called Shakers management where he used the name Frank Welker and not Frank James. He is making enemies left and right and will probably have to start another "management" company and change his name again.
Frank always talks about the BIG TIME signed bands that he deals with. I'm still trying to figure out which bands he is referring to. Just take a look at his roster and you will wonder as i do about this.
We have been in contact with three other bands that have all told us the same story about Rage On Stage Management and Frank James/Welkers's ethics. We are in the process of contacting other bands that we heard faced the same scenario.
BEWARE OF THE RAGE ON STAGE CONTRACT!!!!!
All it guarantees is his retainer! He doesn't guarantee you anything! It has incorrect spelling which is completely unprofessional for a contract. He will tell you that he has the same contract for all of his artists. That is total BULL!!! I know this for a fact. After talking to lawyers and industry professionals we found out that you will be hard pressed to find a manager in this industry that has the same contract for ALL artists. It doesn't make sense. Every band is different and has different wants, abilities, availabilities, talents, work ethic, funds, etc. You can't possibly put all of those different types of bands in one box while still keeping there best interest in mind.
I could go on for days but I would just be repeating what SIS said. I hope that this helps anyone thinking about working with him.
BEST THING YOU CAN DO IS STAY AWAY FROM FRANK JAMES/WELKER AND RAGE ON STAGE MANAGEMENT!

This is a very compelling report. Your first big red flag was the in house public relations. I'm assuming the requirement of public relations while under contract with ROSM is actually in the contract. This is not uncommon with management companies if the artist is allowed to choose their own pr company/agent.
I'm curious, did you do any research into the company Blast Media Promotions? What did you find? Who is Adyson Hayward? One cannot find a Facebook, MySpace, Twitter, or any other social networking profile for this individual, and the only info found for Blast Media Promotions comes in the form of pr releases from sites like prlog.org & free-press-release.com and a Wordpress website owned by Mr. Welcker. It is very odd that an individual in the public relations industry doesn't have an online presence at all. Does this Adyson Hayward even exist? Did she provide a monthly statement of time spent working for you? A monthly statement of minutes is the standard for public relations. Free pr releases and the lack of a monthly statement is not.
It sounds like your monthly fee for in house public relations with ROSM was really just a monthly retainer for management. Is there a section in your contract requiring a monthly payment to Mr. Welcker and ROSM for management services? If Ms. Hayward does not exist, or is just an alias used by Mr. Welcker to trick the bands under his management, this would mean serious implications of fraud and could possibly result in attention from the IRS.
You also call the validity of ROSM's business license or LLC into question, an assertion Mr. Welcker neglected to comment on. Did Mr. Welcker misrepresent himself by the omission of his real name on the contract itself, be it his main name or aliases used? If these are also true, it implies fraud on ROSM's end right from the beginning.

The band in question here is called "Set In Stone",
We were approached by one of their mothers Sharon Harrison who at that point was attempting to manage the band, and apparently could not further their career. Up until the signing to our company Set In Stone had never played outside of Portland, yet we were able to get them headlining shows at the Hard Rock Cafe, and several other very well known venues where mostly national acts perform. Obviously with our established connections. Anyone in the music industry knows that it takes exposure to make a band and that there are no guarantees that the general public will like them. We can't force people to love a band. We did our job, however no one cared to purchase tickets to see the band and now of course it's our fault that a band failed to deliver to the public.
Set In Stone was expecting to become rock stars in one small tour when they knew up front that it could take years. They didn't even promote their own shows and still to this date have no fans, and the arrogance of the lead singer AJ was unacceptable, often causing fights and issues with venue staff and management because of his binge drinking and out of control girlfriend. AJ was even threatened to get kicked out of a strip club in Reno NV after our company secured VIP status for the entire band. Sharon Harrison did nothing but cause problems and interfere with the day to day operations of what we do and was also trying to steal all our contacts and information to secure for future use.
Furthermore, there is also nothing derogatory on the prior company I co-owned either. Nothing at all and I welcome the search. There is another company with the exact same name, in a completely different industry, with completely different owners that we had nothing to do with. ... this is easily verifiable. So even if we had disclosed this information, nothing would have been found to sway their decision. I divested my interest in that company because of partner issues. Set In Stone signed a valid, legal contract that justifies our services with provisions no different than any other management contract. The reason why they wanted out of the contract (and I do have the email from Mike Woods, the bassist) was because all the band members were working full time and the band couldn't tour after I had presented more tour dates to them. Wait a minute, they are a band, but can't tour? And this is our fault? Hardly!!
Set In Stone continues this smear campaign on their own and has slandered my company ... and now publicly for which they are liable. I'm actually glad I have this as proof to use in a court of law. We have every right to protect ourselves from people like this, this isn't the end. As in most music industry contracts they are contractually bound with a confidentiality provision to prevent frivolous smears such as this for which they have just breached here, yet again. We work with very well known national acts that have no issues with us. But this unknown band that no one knows is upset they can't be rock stars ... because they simply don't have what it takes professionaly. How can we be blamed for this?
