Currently I am a licensed unemployed security officer. I recently found on the news paper an ad for security jobs. I contacted them (RTCE, INC.) and they gave me an appointment for an interview to which I went the following day.

There I was met by Mr. Rich who interviewed me. He told me of a position in the Wall Street area which paid from $13-$15 an hour. For this position I needed a Metal Detection certificate. Mr. Rich also said that with this certificate the job was secure.

On the same day I made the payment of $274 for the course and the background check. Once I finished the class I went to pick up a paper with the address of the place and I was met by Mrs. Sanchez, whom I specifically asked if this was just an interview, or if I just had the job, because I read the paper she gave me and it said " This is a job Referral and does not Guarantee or Promise a job position." And she said this is the job. And I went as far as to asking her if I would take the drug test that same day and she said yes.

On Dec. 3rd, I arrived to job site of Top Guard only find out that they weren't even hiring. I immediately called RTCE, INC. office and Mr. Rich wasn't there yet so I went personally to the office. When I arrived Mrs. Sanchez was the one that I had to speak with. I explained to her what happened and she told me that they had a problem with the company and they weren't hiring anymore. At that time when she saw how angry I was getting she offered to send me to another location and I said no forget it, here is your certificate and "Give me my money". Mrs. Sanchez clearly said "give us another chance and if we can't get you anything else, by Monday we will refund your money." So far every time she contacts me or I contacts them they give me the run around and tell me that there is nothing they can do and now she alleges that she never said they can give me my money back.

Also I did a search to see if maybe others have had the same problems and I've found over 10 complaints for this same company and the same scam.

This is company that scammed me.

When I first retired from the correction department, I went to RTCE to get my 8hr, 16hr and fireguard certificates.The 8hr and 16hr certificates were filed with my application for the NYS guard license and 3 months later I recieved it in the mail. If they were a phony outfit, I could have have gotten my license.Not saying there could have been other problems,but as far as I was concerned, I was satisfied with what I got.

The people you refer to here seem to change names but it looks like a RIP OFF to me!

The names all change and the circumstances change but the ONE THING DOES NOT CHANGE and that is there is a lady named SANCHEZ that seems to be at the center of this business. What I suggest to you: Get a friend with a tiny camera and a digital recorder --concealed of course, or have two friends go in with the concealed recorder and act like they want to apply for work. Get images and a voice. They want to know the same stuff that you did. They want to know if they will get a security job when they get out. They want to know if the training they will get will help them get a job and is required by the State on New York. They need to ask if the training academy will help them get a job after they get out. Get the goods and tell them you will be back with cash and a receipt won't be necessary. Then take the evidence to the district attorney or to a lawyer. I don't understand why nobody has checked and seen if these people are licensed by the State of New York as a Private Security Guard Training Academy or if they are licensed as a Private Security Company OR if they are licensed as an Employment Agency. DID YOU NOTICE ANY CERTIFICATES ON THE WALLS WHEN YOU WENT IN? No certificates usually is a sign of a fly by night outfit. You should have looked for certificates and see what is written on them. If the people act suspicious, just tell them that they have real neat certificates. GOOD LUCK! Be sure you tell all of your friends what happened to you and to file a complaint with the licensing agencies that I have told you about.
