I am reporting an unauthorised use of my credit card on 12/4/2018, amount being $21.97, plus international fee of 66 cents.  I was at sea on a nonstop trip from Darwin to Cairns.  What is this amount for?

Did you make a purchase for the amount while onboard? If so that would explain the charge. The reason the international fee was charged was that the request for payment came from outside the country you live in.
