Because Safecart.com is apparently a middleman credit card processer for other companies, this complaint really has to do with their vetting of clients.  I believe they are being used as a front for cybercriminals I was charged by by an unscrupulous anti-virus company through Safecart which promised to ger rid of the moneypak virus. I believe the virus is what steered me through a fake Yahoo search to the company whcih I could not locate later using Yahoo and google on someone elses computer. The company did not get rid of the virus. I had to pay someone else for that. I disputed it on my Creidt card and changed my credit card number because I don't want the bad guys selling it. The charged showed up on my new credit cart card anyway.
