i have had the same experience. i could not reach a human being at driver detective and you have to use their website to send emails for a refund. (which worries me)
after several emails and nothing i contacted my credit card company and they are checking into it. it was the charge on my credit card that first alerted me to the problem.
safecart is just another type of paypal. they have nothing to do with driver detective (who should not be advertising "free" scans when they are clearly not free.) i am hoping that safecart will resolve this today. fyi.... safecart is on pacific time.
i suggest going through your credit card company and/or safecart. they should be able to help you.
