This report is very confusing, so the author please declare what you mean. 1) Whose check is it? You or Target? 2) Who deposited the check and ended up with the charge for bad check fee ($30), you or Target? If the answer for #1 is you and #2 is Target, you are the one who cause the trouble, and you are supposed to fix it. On the other hand, if the answer for #1 is Target and #2 is you, Target is at fault.

You write a bad check basically comitting a crime..and you write a RipOff report on them.
Bouncing a check(regardless of the reason) is a crime. Now, is it one that will get you put in jail..well probably not for one check. But it can still get you in trouble and repeat offenses could end you up in jail.
As for the $30 check fee..that is fairly standard when you bounce a check and you are lucky it is not more. In some jurisdictions it could be as much as $100 or 3 Times the amount of the check..which ever is greater.
