Send them a certified letter return receipt requested.
Dear UCB:
It is inconvenient for me to receive any calls. You have my parents phone number (XXX-XXX-XXXX) which I cannot be reached please remove it from my file. You have my home, cell, and work number. I cannot get calls at work, and all calls received are inconvenient. Please communicate to me only in writing.

First of all the Do Not Call list has nothing to do with Collection Agencies. That strictly deals with "marketing" calls. So if you start talking to them about the Do Not Call list all they are going to do is laugh and know that you have no clue what you are talking about.
Now, what they are bound by is the Fair Debt Collection Practices Act(FDCPA). These are the regulations that Collection Agencies must(but often times don't) follow. If they violate any provision of that you can take them to Civil Court and sue them for $1000.
It is NOT illegal for them to contact your parents, or anyone else they have a reasonable belief that knows where you are, in order to try and find you. But if they do anything more than just say that they need to talk to you, that is a violation. Such as if they say that they are a Debt Collector and you owe a debt, they have violated the FDCPA. But if they just say that it is a "personal" matter, they have not.
If you want them to stop calling you need to send them a "Cease Communications" letter. There are many samples you can search for through your favorite search engine.
That will not make the debt "go away", it just keeps them from calling you unless they decide to take further action. Such as filing a suit against you. If you are disputing the debt you need to send them a Debt Validation letter. This then requires them to "validate" the debt in order to be able to continue to attempt to collect it. As with the Cease Communications, you can find several sample DV letters.
