You did not specify the type of fee that you were charged. I am going to take a shot in the dark and guess that your deposits were checks and that they were placed on a new account hold. For the first 30 days of most new accounts, deposits by non US Bank check are held for five days other than the first $200 which is immediately available.
It appears that the problem might not be due to bank error but your error since you were charged many fees at Citi as well. Please read the information that was given to you at account opening and ask questions to make sure that you understand.
