Having similar billing problems with Verizon in Winchester, VA. Virginia State Corporation Commission has a communications customers' "Bill of Rights" and can resolve disputes including a full hearing before the SCC. We have recently sent our situation (Very similar to yours re: bundled services that were then not available and then billed separately for 150% of the original bundle price) to Verizon's general counsel and will file complaint with SCC if not resolved this month. It is my understanding that Verizon has been warned by the SCC recently regarding such situations. Good Luck.
