On a Monday I requested vital records from the Florida Department of Health.This company Vitalchek (subsidiary of non-profit ChoicePoint Inc.) is contracted to provide express service and take credit cards on behalf of the Department of Health. I faxed the information to them on May 12th. On May 14th, I checked on my order, and the responder said that I am missing my Drivers License. I did send it via the FAX on Monday, but, repeated that on Wednesday. On Thursday, I checked on the status again, and still no one had a record of my faxed information. They asked if I had my order number in the corner of the faxed page with Driver's License. I said no, and demanded to know why I wasn't told to do this in the first place. They couldn't answer of course. No one that I spoke to for 5 days (Monday through Friday) could tell me my order status or anything but: it takes 24 - 48 hrs to process your order, and a multitude of other excuses all based on me and things beyond their control.

On Friday, after finding out that nothing had been done on this order, I told the person on the phone to cancel my order and refund my money. Her name sounded like "Ally". She said she would refund the money to my card. However, on Saturday (today) my bank records show that they have charged my card a second time for 74.25. I also checked up on ChoicePoint their parent company, and found that someone else using a service under a different name (same vital records type search) but, with the same parent company had been charged multiple times as well, and received no service.

that they may try to stiff you for their $11.97 processing fee (they'll claim it's non-refundable.) They also do the records for NYS. I used them 2 years ago to obtain a duplicate birth certificate. After 3 weeks of them not being able to tell me the status (I paid for express service - 48 hours) I cancelled the order and drove 30 miles and obtained it in person in Lackawanna NY. They promptly refunded the express service charge and the NYS records charge but they withheld $11.97 (their service fee.) After 2 phone calls to them whereas I was told the $11.97 would be reversed to my cc, I called VISA and disputed the charge. I had saved the webpage that outlined ALL charges and no where was there a statement of the $11.97 being non-refundable. I emailed VISA the webpage (PDF file) and VISA promptly credited my account for the $11.97. My position with them and with VISA was that even IF the website had stated that the service fee was non-refundable (NO such statement was or is yet on the NYS records website) they were NOT ENTITLED to it because they did NOT render any service. I confirmed with NYS Health Department (I drove to downtown Buffalo) that they HAD NOT processed my request with the NYS Dept. of Health. Keep an eye on them to get ALL of your money back.
