The Manager I spoke with on Saturday called today (because he got the email from the home office since I called the 800 number for walmart customer service). He said he will refund my $12 if I bring the paperwork back in. He insisted they would have balanced my tires if I had waited and it wouldn't have taken 7 hours. I explained my perspective again and told him that twice his employees told me it would be a 7 hour wait, so that was why I thought it would take 7 hours. Anyways, I thanked him.
