When you go to court and get an order stating that the other party should pay "X" amount for medical bills. That amount gets added to you chid support arrearages. So when the bond money hit the account, the balance on the account should have included both any outstanding child support owed, as well as the amount of the medical bills. What you need to find out, if the amount for the medical bills was added to the arrearage. If not then you should probably send a copy of the court order stating the medical bill amount and ask that it be entered into the system. One added it should help out with that overpayment. If the amount was added to your accout, you should ask when the amount was added and the amount. Ask for the balance before the amount was added, that way you can kinda of do the math yourself and see if the arrearage is correct.
