My case has been with the Grand Jury for about 6 months. The process was slow, due to the priorities set by the Grand Jury. I understood that other larger cases required attention. However, with clear evidence stated by the Investigator from the Secretery of State (Indiana), who file my complaint to the Marion County Indiana Grand Jury, the decided to drop the charges. So, a guy who stole $29,500 from me with clear evidence goes free. This person is a convicted criminal.

My guess, it was dropped because I had complained to the Attorney General of Indiana.

The bottom line, the evidence was overwhelming. They did NOTHING.

A grand jury in a county jurisdiction does not refuse an indictment simply because you ended up filing a complaint with the Attorney General for the State.  The only reason the Grand Jury would not have recommended an indictment against the person who stole from you is because the jury was unpersuaded by the prosecuting attorney for Marion County to recommend an indictment. 

What should concern you is that a Grand Jury can often indict anyone for anything.  The fact they didn't tells the reader that either (a) the evidence was not that overwhelming, or (2) the prosecuting attorney did a really poor job of presenting your case.

There are clear territorial boundaries between city, county, and state courts.  The attorneys in each jurisdiction do not tread on the other's territory for something like what you're talking about.  If it was a capital case?  Maybe.  For grand theft?  No.
