First, let me say that I am always more than willing to pay someone for his/her time if I know ahead of time what I will be charged. In this case, the owner NEVER told me there was a Service Fee and the amount before the appointment. When he got to my home, I had said that I needed an outdoor faucet replaced. He checked it and it was determined that nothing needed to be done.

That's when he said the trip was still going to cost me $250 whether he did anything or not. So, he spent 10 minutes lubricating the faucet to try and justify charging me that ridiculous Service Fee. NOBODY I know would have ever agreed to that fee and had I known ahead of time what he was going to charge me, even if he did nothing, I would have looked elsewhere.

There are so many choices and he was a referral from my neighborhood group, so I thought he would work with me. My bank would not reverse the charge because they said since I gave him my credit card, I needed to work it out with him. So, I reached out to him and made him a deal and asked that he at least give me back $200 of the $250 in exchange for not reporting him on this site.

Well, he totally ignored me, so here we are, as I was ripped off and he was not willing to work with under the circumstances, so I felt I needed to ensure this doesn't happen to anyone else!

No, I'm not a contractor.  But I know that if you call one out, you will owe them a service call fee the moment they park their truck in front of your house.  Nobody works for free.  The onus is on you to find out the pricing before you schedule a service call.  You agreed to the fee the moment you scheduled a service call.

You must be a contractor. Again, I have no problem paying someone for his/her time if I know id advance and agree to paying him/her the fee. However, there was NOTHING wrong with the facuet so nothing was fixed. And, when he quoted the job to fix the faucet, he should have said "and, by the way, even if nothing needs to be done, it is going to cost you $250 just to have me stop by" which is when I would have said thanks but no thanks, I'll find someone else.

We have many choices but he was a referral from someone in my community, so I thought he would at least make it right when I offered to pay for his "10 minutes" of time of lubricating the faucet which again wasn't necessary.

In any case, how can I be the "scammer" if I he did get paid. And, to your point, I WILL definitely confirm with someone if there is a Service/Trip Charge, even if no work is done, but this has never happened in the past, as every service provider I have used for 30 years has always been upfront and mentioned the Service/Trip charge, even if no work is done.

Sounds like the only scammer here is you.  The plumber sounds very honest -- he fixed your faucet for no extra charge, even though he could have replaced it for many hundreds of dollars.  If you are going to call someone out, you are going to have to pay for their travel time, gas money, and the other jobs they couldn't fit in their schedule because of your service request. 

$250 sounds perhaps somewhat expensive, but still perfectly reasonable for a trip fee.  And it's YOUR responsibility to find out what the trip fee is prior to booking an appointment.
