Complaint Review: Armando/Julie Soutullo - Andrea Theodore - Hallandale or Miami Florida

I am not certain who you are since you did not write your name, but if you do an Internet search, the names that Shawna has listed are ALL OVER the Internet. They include class action suits from the D.A. as well as felony convictions for Ms. Soutullo and I hope one day, Andrea will follow. They have moved yet again from their Hallandale location, and as usual, absconded on the rent. I have located MANY police reports from both Hallandale locations (one called "Dixie Pups" back in 2005) and one called "Poochie Koochie" in Aventura where Carmel Cafiero did an entire expose on Julie. The scam is as follows: they buy Yorkie puppies for 10-20.00 from Argentina when they are younger then 3 months old. According to the USDA State Investigator who I spoke with, Ms. Soutullo pays a Vet in Argentina to "sign off" on the puppies so they do not require quarantine. At 2 months old, they are too young to be weened away from the puppy mill (where they are born) and are shipped with NO vaccinations and as a result, end up being sold with a variety of health conditions. You may have been lucky to get the one dog out of 100's that have not died. Obviously as a result of your good  fortune, you would recommend them to people, but MAKE NO MISTAKE, THEY ARE CRIMINALS. They have learned how to fly under the legal radar. The reason Andrea (AKA Mirtha) is fronting the business is because MS. Soutullo is on probation for GRAND THEFT as result of the thousands she has stolen from unsuspecting people who are left DEVASTATED as a result of their scam. One died on a 9 year old girl and it was her first dog. They have moved yet again, but we are on their trail and will not stop writing the many websites where they solicit business. We will continue to alert the public of their scam in an effort to PROTECT them from these criminals. I pulled a police report on Andrea who scammed a 70 year old man (who bought the dog as gift for his wife) at the Hallandale location, the dog got sick and he returned it to Andrea for a refund of his 1200. Andrea strung him along for about a month until he finally gave up and accepted that he was NEVER going to see his money. I spoke to this man and he told me of the tragedy of returning a sick pup he knew they would never spend the money on trying to save (the Vet told him it would be upwards of 2500 and the pup still might not live). Andrea told him that she took the dog to the Vet and the puppy was sold the next day. He told me that there was NO WAY that dog was saved. They will rob anyone. They are sociopaths with no conscience and do not care about anyone but themselves. They are animal abusers of the worst kind--they are PUPPY KILLERS! One day the law will catch up with them--or they will con the wrong person who will not just go away. Andrea has a laundry list of criminal fraud behind her and it is only a matter of time before her name is in the FBI system one too many times. The day they got to prison, not just probation, will be the day many of us will have a party.

I can understand how you feel about not being able to reach a person. I purchased a puppy from the same place on December 24,2009.  A girl, teacup yorkie. She was the same price $1170. it included a micro chip. I only had two complaints. I never take my animals to the recommened doctor because of the fact its free. I rather pay the extra to make sure no one is playing sides. It is because of this my first complaint came about. I couldn't reach the original seller of the puppy on the contact number they had given me. I had went weeks with shot records or the pure breed papers. I finally had no choice but to call up the reccommended vet and they gave me a different number. I had left voicemails but no one returned the calls. I then received a call from Andrea in mid January. She gave me her cell number and said to use that number from then on. I still never recieved the papers. It took around 5 calls until finally i asked her to fax it because it was already February and my dog NEEDED her shots. After a few calls and around 24 hours I received the fax. Then it became a waiting game on her papers. Long story short I just received the papers a week ago. The first week in May,2010. Yes, it took that long and that many phone calls. I even offered to pick it up, but i was told she would mail it. Even though it was very annoying and aggravating, My little girl is the best puppy. Completly healthy and very playful. She is great with kids and other animals.She's even potty trained. She is one of the best dogs ever and everyone that meets her agrees. I love my puppy. I don't think they would purposely sell you a sick puppy, but i do think that they have dropped the ball on you.  I have alot of history with that breed and other small ones and i know they can be hypoglycemic(diabetics). They will stop eating and drinking and become sluggish. Its common in these breeds and thats when you have to start giving them round the clock care. As in force feeding, nutrical, puppy milk, andeven try actual human foods(yogurt, etc). You can't leave them by themselves and must be there at all times. If they're sugar doesn't come up then they can go into a coma and die. Even though I wasn't satisfied with the time it took to receive my documents I would go back and purchase another puppy. In fact I have recommened them to atleast 3 people. NOT because of the customer service but because I think that they do have really good quality puppies and a reasonable price..
