I mean sheesh! It's always the businesses fault that things don't make it to them, right? I mean, there's never mail theft or misplacement in this world. Call the manufacturer again and bug them until they get you your refund. Call Best Buy and speak to a supervisor not just an agent. Sometimes it can take up to several days for a fax to make it to an agents desk, I know because it was that way when I worked on call floors. Take a deep breath and understand that sometimes mistakes are made. It's not always Best Buy's fault. If you talk to them enough (supervisors) they will get the wheels in motion. This is all I can say to help.
