The bus brokerage arranged by BusBank as described above (Katrina evacuation of elderly nursing home patients, resulting in bus fire of decrepit, unsafe bus and 24 deaths) included: a driver who was an unregistered alien (apparently from Mexico) and apparently also a fugitive from justice, an unregistered bus, no inspection, defective wheel bearings, improper loading of oxygen cylinders, driver over log hours of service, a complete horror show: the USDOT revoked the permit of the bus company (Global Limo) immediately after the fire on the grounds of "imminent danger to the traveling public." BusBank (presumably its insurers) paid out $5,000,000 towards liability of civil claims for this bus-brokered charter, due to failure to conduct any safety protocls or checks on the carrier. The carrier selected by BusBank is undeniably the absolute worst and most dangerous carrier in Texas at that time (possibly even in the entire USA, from what we can make of it). A real horror show. It becomes quite apparent that BusBank failed even the most cursory steps obligatory on a bus broker to confirm the operational conditions of the company they provided to the unsuspecting charterer, in this case the nursing home. Of course, Busbank charged the nursing home a hefty fee for its services. Just lovely.
