Nine months into new home construction and only a bare slab to show for it.

Builder will not return phone calls.

Builder unable / unwilling to make even the most simple changes even though C4 says, "We'll build it any way you want, it's a custom home".

Builder currently trying to get second construction draw, "I don't think so" ...

Let's shed some light on the last statements. First of all my name is Blakeman, not Blakemon. Don't you know your client's name? Second, I haven't been introducted to a "James", maybe this is really JL Thomas? I the property owner made the calls and found the most reasonably priced Geotechnical Engineering that needed to be done within hours after being notified from the county it was necessary, not C4 Construction. I didn't want to want another month for them to arrange the work. I have no doubts that they made many trips to Orange Co. Public Works to get the permits, but that's their job and the contract states the same. Why would I be threatened with another charge? It's your job and believe me nothing was expedited, it took nearly two months. Yes there's been a concrete shortage and I will not dispute this. What I do dispute it that after the slab was poured it took over a month to have block delivered. That's poor project management and a large part of our problem. Other projects in the area, "not C4 construction" have material delivered in a timely manner, but not us. I guess that's the good relationships with suppliers mentioned in his rebuttal. As an example: A house about a mile away was started around the same time and now is in the final stages of construction and mine is just at block. It doesn't take a brain surgen to see the difference. As for due dilligence in researching the property I purchased. A survey was given to me at the time I bought it. Nothing such as wetlands, drainage, or enviromental concerns were listed on any of the documentation. I have neighbors around me that have built recently and not had the delays experienced by C4. As for professionalism and courtesy. I brought my issues up in a lenghty conversion with the owner in an attempt to get things moving and instead of taking even the smallest amount of responsibility he/they instead took the position that they would quit and wanted to be bought out. I explained that wasn't my intention or goal, but only to get them moving. Everythings documented, the unreturn calls, the delays, all of it. More professionalism; Hurricane Jeanne was coming our way and block had just been erected. No attempt was even made to brace the structure before the storm hit. Therefore it came down. At least the effort would have shown that they care about their work and the project. Now more cost to be incured by me to put it back up. Let me be very clear. I have nothing personal against these gentlemen. The issue is taking care of the customer. When, "IF" this project gets completed it will be well over a year. This is a 2270sqft "under air" house. Nothing massive or complex. I'm loosing money each day, week, month this drags on in rent, extended interest payments on the construction loan, and at the end in a potentially higher interest rate. No attempt has been made by C4 to make it right with me in any way. I've tried talking and its taken me nowhere. I'm a reasonable man when dealing with reasonable people. I will continue to do my part in this process and only hope that C4 will step up to the plate and finished the project in a timely manner. In all fairness I must give credit where credit's due. C4's newest addition to the staff, "Elvin" has been a pleasure to work with the last two months and is heading C4 in the right direction with working with the customer. His efforts have been noticed and are appreciated. Thanks Elvin.

Before the usual 30 day building process can start in Orange County you have to have a septic permit. To get a septic permit in Moss Park the system has to be Geotechnically Engineered and approved by the South Florida Water Management, the Environmental Protection Agency, and the Orange County Health Department. It is only by the grace of God and Construction Central's hard work that we have gotten as far as we have in as short a time. Construction Central made many trips to Orange County Public Works, Orange County Health Department, Environmental Protection Agency, and South Florida Water Management after we expedited the Geotechnical Engineering. Mr Blakemon was only charged for the engineering. Construction Central did not charge him for the time or expense to expedite approval from the different agencies. We are lucky to be this far along. When Construction Central finally received the building permit there was a concrete shortage. We were lucky to have good relationships with suppliers and sub contractors that got the job done without delay. Many consumers buy property in Florida thinking they are getting a deal and later finding that it is very expensive to build on if not impossible. Do your due dilligence, get the property surveyed, find out what restrictions are on your land before you sign the contract or make the deal. Contractors who take money and fail to deliver the product/work are often seen as more of a criminal by the various states attorney generals offices, than builders who finish but do so defectively. Report this contractor to the state attorney general's office. No guarantee but it might help. You might also benefit from this site: www.hadd.com If it's any consolation, posting your complaint online like this will help others avoid this contractor. People ARE doing their "homework," before hiring contractors, but they are often misled by BBB's and even state agencies about whether or not there are complaints already on file.

Do They Have A State License?

If I recall correctly, a construction contractor must be licensed in the state of Florida. Contact the Construction Licensing Board and file a complain. Send them copies of everything you have, including signed contracts, draw information, etc. Go to the bank where the draw was taken and get a print out of all information for your records. You should also check to see if any liens have been filed on the property for non payment to any suppliers or subcontractors. If you are not out more than you can get in small claims court, file a claim through them after you get a response from the Licensing Board. If this company is not licensed and they are supposed to be, it may be considered fraud. Look for a new builder and ask for references. Check them all! It's a hassle, but worth it. NOTE: some states have websites for their court systems. Always check to see if a builder is being sued by anyone. Search using all known names, including the names of the principals.
