I have had more than a few cars registered in CA over the years and can not remember a single time I didn't receive a renewal. A couple of possibilities are that you did not update your address with the DMV so you could not get it. The second is that since they do send them very far in advance, it is possible that you received it, and misplaced the renewal. But even if it is misplaced the Month and Year your registration expires is right ON your licence plate. So at the very least you would notice it at some point that the date is coming up or has passed.

Don't know if this helps or saves you time, but I do know here in Arizona, sending out a vehicle renewal registration notice is considered just a courtesy reminder. They are not required to sends out the notices, they do it as a courtesy. I was told this when I let my tags expire and had to go into the DMV to renew (and pay the penalties). You are probably even lucky they sent out the past due notice and you were'nt stopped for having expired plates and had a ticket to deal with also. It's similiar to credit cards bills, if you don't get the statement in the mail, which reminds you its due, and you miss your payment, you cannot get out of the payment or late fees and penalties just because you didn't get the bill. In the end, it is our responsibility to know when, how much and what is due. In Arizona we are lucky, the DMV has a web-site set up for things like renewals that makes it fast and easy to renew.
