Will not work with me.Don't have grandparents rights. Court ordered for Mother to get house of own, parenting classes and husband get a job, this hasd not happened but Andy stating mother and husband will get kids back soon. Andy refuses to do extra paperwork on the case. Andy said he would contact me and has not at this time for home inspection so I can have visitation on weekends.Andy refuses to work with maternal grandparents for which grandson and his siblings are placed. Contacted Springfield, Il and talke to Dorothy. She was very rude. Would take the complaint against Caritas, but told me I did not have grandparents rights. I am the paternal grandmother. I have heard nothing but lies from the two agencies and been insulted. First I'm told after background check comes back I can have visitation, then I'm told that was never said.

I am the paternal grandmother of Sylas Rigsby.  I rescued him in August, 2014 when he was 5 1/2  months from a rat infested, half burnt trailor with 7 children living there and one bedroom.  A live rabbit was running around out of the cage with pot growing in the back yard.

I brought Sylas home with me for around 5 days.  I had already contacted DCFS, Harrisburg, IL to let them know what i was doing.  Sylas was beyond filthy. He had one outfit and he was wearing it.  It was 2 sizes too small for him.  He was being fed whole milk, not formula.  His bottom was raw from sitting in dirty diaper for so long and his kneck was raw where milk ran down it for bottle being propped up.  

Sylas had been with this lady for most of his infant life until I picked him up.  As well as Sylas siblings.  Sylas was then placed with maternal grandmother and his siblings. The maternal grandmother allowed me to keep Sylas for 2 1/2 months every weekend until DCFS contracted the case to Caritas, Marion Il. 

Then I could no longer get him on weekends.  I contacted Caritas, and talked to Andy Garcia the case worker.  Andy told me as soon as soon as the parternity tests were back, then I could probably have visitation with Sylas.  And my background check.  I have been contacting Andy Garcia and his supervisor, Rebecca.  Rebecca stated as long as no one objected and she would check on my background test that I should get visitation.  She never contacted me, so I called back and she transferred me to Andy Garcia.       

Andy saidI could not see him.  I told him Rebecca told me when I spoke with her I could as long as background test were back.  Andy spoke to Rebecca and I could hear Rebecca on speaker phone denying she told me that until I spoke up and corrected her.  SHe basically started insulting me, telling me she did't sat that.  I told her she did and that I did not think I misunderstood her and if i did then I'm sorry.

Ther conversation ended on 2-5-2015, telling me that my background was ok and I would be contacted for a home inspection.  I have not heard a word about the home inspection.

I contacted Springfield main office and spoke to Dorothy.  She was very rude and inpatient about the case.  Telling me I did not have grandparent's rights.  I already know this.  But as long as everyont agreed, there should not be a problem that it is Caritas that is not letting me.  Dorothy took the report, and told me I would not know the outcome of it.  Dorothy was very rude.

Grandparents rights need to be overturned in Illinois, so the Grandparents cannot be discriminated against and insulted.  And DCFS should not be allowed to insult or tell Grandparent he/she cannot see Grandchildren as long as the parents agree for visitation.
